The Central Bank of Liberia (CBL), in keeping with its authority under the new Financial Institutions Act of 1999, is in the process of undertaking the resolution of the National Housing and Savings Bank (NHSB).

 

Against this background, the Central Bank of Liberia has received structural evaluation and material testing on the National Housing & Saving Bank Building on the corner of Ashmun and Gurley Streets and said evaluations have proven the following:

 

  • The existing building components are in acceptable conditions and can be repaired
  • The structural components  investigated meet international design standards
  • Repair and mitigation procedure will be necessary to extend the useful service life of the building.
  • The structural evaluation shows that the building can be rehabilitated and modified

 

The CBL is seeking Expressions of Interest (EOI) from interested parties for the completion of the NHSB building. The CBL will entertain various forms of EOIs, including:

 

§  Build Operate Transfer (BOT) scheme,

§  Long-Term Lease,

§  Joint Venture (JV),

§  Public-Private Partnership (PPP), and

§  Other acceptable proposed options.

 

Required Qualification

ü  Must have a current business registration certificate and a valid tax clearance;

ü  Details of two (2) business references, with contact information

ü  Audited Financial Statements for the past three years

ü  Evidence of commercial building construction and/or renovation and/or works and/or commercial property management.

 

The firm/business will be selected in accordance with procedures enshrined in CBL’s Procurement Policy. However, the CBL reserves the right to reject all EOIs received.
